Data variables and repeating single quote

Is this by design, or the way html deals with single quotes inside double quotes, or a bug?

This is not a HTML thing, since the source code of the programming IDE shows the same HTML for both lines.

This is related to the way READ fills the string variable, so it is more a bug.
