It is fairly simple to publish an application created in RB.
Normally a simple check box being clicked and a save is all you need.
You can then send people the link to your published application.
There are some more advanced scenarios that can be set up such as making your server always point to one project when you call it up with a naked link. Again a very easy 2 second process to get it published.
now of coerce you have to set up your firewall with port forwarding.
If you want to have a domain name I recommend using no-ip as it will allow your ip address to change and your DNS information to be updated with it. www.noip.com/
In this example that would be to the computer you were running the RB server on.

I was up and running in about 5 minuets after installing RB on my computer and people on the outside world were able to access my content with in a half hour after publishing and setting up the DNS.
