Is it something by which we can totally replace the need to learn CSS, HTML, PHP and other bla, bla, bla?

I'm assuming the "it" is Run BASIC? I'll tell you what it means to me, but I'm sure others will be more eloquent (and concise).
Run BASIC means I can use my prior experience with BASIC language and apply it to web pages. The usual PRINT, IF THEN ELSE, etc. works well with Run BASIC and makes sense to me when I program the web pages. I can follow the logic.
You can definitely create dynamic web pages using just the Run BASIC language. Have you experimented with the sample programs (projects) that come with the package?
Other web-based languages like CSS and javascript can be incorporated into the Run BASIC programs to make the web pages even more dynamic, so, no, it doesn't replace the other languages. If anything, combining CSS and/or javascript with Run BASIC affords even more flexibility not achievable by either alone.
That said, you don't have to learn those other languages in order to effectively use Run BASIC.
You might also copy and paste some of the programs over at the Run BASIC wiki site to learn more about Run BASIC's capabilities. Also, search this site for links to members' Run BASIC pages to see Run BASIC in action.

CSS is only used to style, change the look and feel, of your web page. Since there is quite a huge amount of possibilities in CSS, duplicating that by RB commands and methods would be quite heavy.
As of JS and HTML, the need to use those should decrease with adding features to RB in the future.
PHP is sort of a competitor to RB, so you wouldn't need to learn that, use one or the other.
